The government intends to allocate 1.6 billion euro for 4 corvettes, built and equipped in Romania

Defence Ministry - MapN presented on  Friday under public debate a draft of a governement decision - GD which has in view to attribute  a framework agreement for the Supply of 4 corvettes, built and equipped on a naval shipyard in Romania, the total value of the draft investment being evaluated at approximately 1.6 billion euro, including VAT.

‘The necessary funds (…) are ensured, under the conditions of the law, in the limits of the credits of commitments and budgetary ones  approved for this destination through the annual budgetary laws for MApN’, the GD  says.

According to the grounding note, the essential  aim of security for the Romanian state is the consolidation/development on the national territory through the company which is declared the winner of a naval industrial capability  in the military domain where to build and equip  the first corvette  within three years and the group of 4 corvettes in a period of maximum 7 years.

According to the quoted GD the credits for commitment corresponding to the first contract subsequent to the framework of the contract for the supply of four corvettes and the contracts/agreements government to government type for equipment, ammunition and services  necessary for the equipment of the corvettes will be ensured, under the conditions of the law,

through the annual budget for 2018 of MApN.

In the grounding note there is mentioned the fact that, at present, the extended region of the Black Sea is characterised  by the actions of breaking the norms of international law by discussing the international order, the conservation of the frozen conflicts and the intensification of the military presence, and the Romanian Naval Forces have to dispose of a structure of modern forces specific in this  political-military context.

At  present, the Romanian naval forces are endowed with four corvettes which are outdated as operational  and technical features, with limited interoperation by comparison to the ships of other NATO member states with the outdated lifespan and equipped with eastern technical equipment, whose modernisation is not possible, the quoted GD says.

Taking into consideration the regional security situation in the area of the Black Sea and the specific missions of the Romanian Naval Forces for the Romanian Army is essential that the first corvette be built and equipped in maximum 3 years since the signing of the first contract subsequent to the framework agreement / the multiannual contract so that depending on the sums allocated through the budget of the ministry of national defence, the capability included in the programme for endowment ‘ The multifunctional corvette’ made up of 5 ships to be finalised in maximum 7 years, the quoted  GD says.
