The Republic of Moldova : Marian Lupu, the chairman of the Parliament and the interim head of the state, and Vlad Filat – premier

The leaders of the three pro-Europe parties in the Republic of Moldova signed on Thursday the agreement for the Allience for European Integration, says Unimedia md. The Moldavian Parliament chose Marian Lupu, the PD leader as chairman, some hours after they agreed to rebuild the pro-European alliance. According to the Constitution, until the election of the head of state, this position goes to the chairman of the Parliament. In this situation, Marian Lupu became the interim president of the country, says Jurnal md. At the same time, the PLDM leader, Vlad Filat was named as premier of the Republic of Moldova.

We mention the fact that the elections of 28 November 2010 in the Republic of Moldova led to a political blockage. The highest number of votes was obtained by the Communist Party ( Pro-Russian) but the number of communist MPs was insufficient to name a premier and a president ( we mention the fact that the president of the country is elected by the parliament, and not by universal vote).

The parties in the Alliance for European Integration renegotiated the agreement they had last year, the discussions being difficult due to the PD disposition to negotiate an allianc with the Communists of Voronin.

If the Alliance is made again, the coalition needs two votes in the Parliament to get a new government and to choose the chairman of the Parliament and the president of the Republic. These votes are expected from the Communist MPs, as only four parties are in the Parliament ( the communists and the three pro-European parties). The last scenario presented by Mihai Ghimpu ( the PL leader) showed the following distribution of the higest positions in the state :

- President of the Republic of Moldova : Marian Lupu ( PD)
- Chairman of the Parliament: Mihai Ghimpu ( PL)
- Premier: Vlad Filat ( PLDM)
