Gov't settles another claim of hauliers

 On Thursday, the government settled another claim of hauliers by approving a piece of legislation for the application of the use tariff and the toll on the national road network in Romania.

"At the proposal of the Ministry of Transport and Infrastructure (MTI), the government approved, at today's meeting, the amendment of the government ordinance amending and supplementing Government Ordinance 15/2002 regarding the application of the user tariff and the toll on the national road network in Romania. The need to amend the ordinance became apparent after discussions between MTI and representative hauliers' confederations and federations for drawing up a primary rule for distinct check of foreign and Romanian users [by the National Roads and Motorways Corporation (CNAIR)]," according to a press statement released by MTI on Thursday.

The responsibility of holding a valid registration certificate belongs to the driver in the case of foreign users, and in the case of Romanian users to the owner of the vehicle. The amendment also provides for the establishment of a method of use and operation of video cameras at the border crossings or in their vicinity for road traffic monitoring.

"This piece of legislation translates to the Romanian national legislation the provisions of Directive 1999/62/EC of the European Parliament and of the Council of 17 June 1999 on the charging of heavy goods vehicles for the use of certain infrastructures, with all the subsequent amendments, and the application of the tariff of use (vignette) in accordance with the provisions of Directive (EU) 2022/362. Also, it is necessary to correlate some provisions of Government Ordinance 15/2002 with similar provisions of Law 226/2023, so as to create a uniform and complex legislative framework with regard to the exemption of certain categories of vehicles from the obligation to pay the user fee and with regard to the control of the validity of the licence plate and the toll in the case of foreign users from the EU member states, as well as in the case of vehicles registered in non-EU countries."
