Interior Ministry: National security package needs to be placed again on Gov't, Parliament agenda

The members of the Strategic Interministerial Group for the prevention and combat of macro-crime (GIS) and of the National Committee for Special Emergency Situations (CNSSU) agreed on Friday in a joint sitting on the need to place again the regulatory package for ensuring public safety and national security on the agenda of the Government, Parliament and the civil society, following the latest developments of the security situation and EU and national relevant regulations.

According to a release of the Ministry of Internal Affairs sent on Friday, these regulations refer to keeping the data generated or processed by providers of public electronic communication networks, setting in place a clear, well-defined, predictable and foreseeable legal framework regarding the use of prepaid cards, but also to the need to use under legal conditions the images obtained from public video surveillance systems.

Romanian Intelligence Service (SRI) director George Maior argued that the services with responsibilities in the field of national security need these legal means, given the current imperative to correctly identify all risk factors.

The joint GIS and CNSSU sitting, chaired by Vice Premier for National Security Gabriel Oprea, was dedicated to analyzing the security situation in the European Union and in Romania's areas of strategic interest, as well as to developing intervention capabilities in special emergency situations.

Gabriel Oprea pointed out that ensuring a climate of public security requires the existence of efficient operational mechanisms at the hand of state structures, along with a high level of responsibility as regards ensuring the procedural guarantees for the persons under investigation.

Referring to the situation generated by the recent events in France, Vice Premier Gabriel Oprea and the SRI head said it reveals a new dimension of terrorist threats, capable of seriously endangering national security and public order and, not in the last place, the credibility and authority of the law enforcement institutions.

According to the cited release, the current circumstances require an integrated approach and the utilization at full capacity of the mechanisms for GIS and CNSSU cooperation, with a view to preventing and combating all phenomena that are likely to seriously affect the security climate.

"All the institutions represented here, members of the two structures — GIS and CNSSU — have specific responsibilities, but together, benefiting from a well-structured operational and regulatory framework, they can generate a firm and fast reaction capable of ensuring public security, the prevention and counteracting of all phenomena that could generate a threat to the citizens," Gabriel Oprea told the joint working sitting.

Attending the joint meeting were presidential advisor on security issues George Scutaru — as a guest; SRI director George Maior; Minister of Justice Robert Cazanciuc; Prosecutor General Tiberiu Nitu; director of the Foreign Intelligence Service Silviu Predoiu; director of the Special Telecommunications Service Marcel Opris; director of the Protection and Guard Service Lucian Pahontu; Minister of Foreign Affairs Bogdan Aurescu; Minister for the Information Society Sorin Grindeanu; Minister of Transport Ioan Rus; Minister of Economy Mihai Tudose; Minister of Education Sorin Cimpeanu; Public Finance Minister Darius Valcov; Minister of Agriculture Daniel Constantin; Environment Minister Gratiela Gavrilescu; Minister for European Funds Eugen Orlando Teodorovici; president of the National Office for the Prevention and Combat of Money Laundering Neculaie Plaiasu; director of the Anti-Fraud Department Andrei Attila Chendi.
