Nadia Badea (WB): insufficient planning of investment programs

There is insufficient planning,from the technical and financial points of view, of investment programs. Combined with the permanent change of priorities it does not lead to very good results, says Nadia Badea, operation officer at the World Bank, who participate in the conference “2018- Crossroad of infrastructure in Romania.”

She pointed out there is a tendency of launching programs that are not prepared enough and difficult procedures when it comes to financial aspects or social and environment ones.

“All these reflected in the use of European funds and will probably reflect from now on, placing Romania in a paradoxical situation. According to statistics of 2014-2015, Romania is one of EU countries with the highest investment expenses and with one of the lowest index of infrastructure quality”, Nadia Badea said.

In this context, the World Bank recommends a transparent prioritization of infrastructure investments and projects, guided by a long term vision which should take into account the development of transport infrastructure and increase of the people’s quality of life. Prioritization should be less dependant on the political cycle.

“Political and institutional instability should be thwarted by mobilizing project teams including people selected on professional criteria and monitored according to performance criteria. They should be paid accordingly but should have have a mandate of managing projects, based on strategic directions discussed and decided with decision makers, while being less influenced by political change,” Badea added.
