The state  borrows 177 million euro from CEB to build two prisons

The Romanian state contracted a loan of 177 million euro from the  Council of Europe Development Bank (CEB) for the building of two prisons which will create 1,900 new places for different categories of detainees, in accordance with the European standards, as well as a facility for the training of the personnel in penitenciaries and a centre for the recuperation of the work capacity of the officers, according to a draft law published on Wednesday on the site of the ministry of finances (MFP).

The draft includes the following four sub-projects: the building of a penitenciary with 1,000 places for the detainees, in Berceni, Prahova county, the building of a penitenciary with 900 places in Unguriu, Buzau county, the building of a training facility for the personnel in penitenciaries in Pantelimon, Ilfov county and the building of a centre for recuperation of work capacity of the officers in penitenciaries in Rodbav, Brasov county.

The total net cost of the draft is 221,5 million euro, out of which 177 million euro ( representing almost 80% of the total net cost) will be covered through the loan contracted from the  Council of Europe Development Bank, and the difference, 44.5 million euro respectively, represents the contribution of the Romanian party.

The draft is estimated to be implemented on a period of almost 6 years, and the deadline for the sums of the loan is 31 May 2025.
