The Work ministry: 51,168 children were in the special protection system at the end of September 2019
A number of 51,168 children were, at the end of September 2019 in the special protection system, out of whom 31.26% benefitted from a measure of special protection in services residential type and the rest in services family type, according to the data centralized by the ministry of work and social protection.
Out of 15,993 children who benefitted from the measure of special protection in residential type services ‘ 12,719 children were in public residential type services and 3,274 children in private ones.
As for the 35,175 children who benefitted from measures of special protection in family type services, 17,937 children were with maternal assistants, 12,622 children with relatives up to IV level including, and 4,616 children with other families or people.
Starting with 1st January 2005, the public services for social assistance at the level of local councils are the ones responsible with their development, on 30th September 2019 offering services for 43.78% of the children beneficiaries of such services, for 24,25% offering accredited private bodies and 31.97% being beneficiaries of prevention services offered by the General Departments of Social Assistance and Child Protection.
On 30th September 2019, there were 1,098 services public residential type and 306 services residential type of the accredited private bodies. These services include: classical or module placement centres, apartments, family type houses, maternal centres, emergency centres, other services ( service for the development of independent life skills, day and night shelters).
Out of the 1,404 residential type services, a number of 295 residential type services ( 281 services of public residential type and 14 services of private residential type respectively) were destined to children with disabilities.
The number of children who benefitted from special protection in these services destined to children with disabilities was on 30th September 2019 – 4,712 with a drop of 401 children by comparison to the same period of 2018.
At the end of September 2019, 32,483 people were hired in the General Departments of Social Assistance and Child Protection at the level of counties/sectors of Bucharest, in the department ‘ Child Protection’ , 92 people more than during the same period of 2018 and with 186 people more than on 31st December 2018.
Out of the 32,483 employees, 4,622 (14,24%) were hired as own personnel of DGASPC, 11,409 (35.12%) were professional maternal assistants, 12,257 (37,73%) were employed in services of residential type and 4,195 (12,91%) were hired in day care services.
