The Smart Energy Association: ‘Energy policies in Romania should not have unsure results”  

Programmes such as ‘Green House’ are necessary and welcome, but I think that at present the energy policies promoted should not be hazardous and at the mercy of luck, stated in a specialty conference, Dumitru Chisalita, the chairman of the Association Smart Energy.

‘If we access the site of the ministry of environment we will see there are about twelve types of projects, some of them with the purpose of promoting the law of renewables in the household area, some in the private area, some others in the non-household area. Even if they are welcome, as they have been started at the level of the ministry of environment, I consider that it is not a very useful approach. What is happening at present is we have risky results.

I think the energy policies are more than mere’ good luck’ as we have to rely on opportunities, on necessities, on the critical elements they should head to’ mentioned Chisalita.

According to the specialist, a governmental programme in the area of energy should rely on social criteria, be destined to the people lacking financial power to invest ‘green’.

“We should go for projects for social reasons, to address those buildings that have a sufficiently high degree of insulation and where people are not able to pay their bill or are not able to make such investments. Not to allow, I don't know, someone who earns 10-15,000 euros a month to go and get another 5,000 euros, for nothing, from us out of pocket to put up panels. These people have enough money if they want to put up billboards," says the trade association representative.


He also added that it is necessary to have an engineering approach when energy projects are approached meant to help end consumers.

‘We start projects without making sure that we have the minimal elements, such as the number of meters necessary to make the equipment work, to release in the network. There are still months before you get those meters to have an effective discharge of energy into the grid. This construction should rely on a scientific approach or engineering one and not develop in a random way, as it happens at present. We have at present 200,000 – 300,000 consumers. I wonder what might happen when we have four million consumers’. Dumitru Chisalita added.
