Caracal case: Human trafficking case suspected

More voices in the public space, experts, journalists and politicians are endorsing the possibility that we are dealing with a human trafficking case in the Caracal story rather than with a murder.

Former director of Forensic Medicine Institute (IML), Vladimir Belis, is questioning the judiciary investigation in the Caracal case and the alleged lead that Alexandra would have been burnt in a barrel in Gheorghe Dinca’s courtyard, although some sources reported that the girl’s DNA material had been found in that barrel.

Vladimir Belis told Antena 3, that it is almost impossible that Alexandrei M?ce?anu’s body should have been burnt in that barrel, because a higher temperature is needed and the smell after the cremation would have been unbearable and would have been felt by the neighbours.

“A cremation is done when a temperature of 1,400C is reached. You cannot obtain such a temperature in a barrel, so a body cannot burn below this temperature, it is out of the question. There is a special oven at the crematory, we used to reach that temperature of 1,400C in an hour, and the oven was huge, almost one-metre diameter and the smokestack is 20 metre high. In my view, this bastard is stalling. I think the girl is alive and he is trying to get rid of evidence. When we burnt bodies at the crematory, the neighbours were frequently complaining of the smell,” Vladimir Beli? stated.

A former judicial police officer, Valeriu Suhan has also said that Gheorghe Dinca is sly and he is stalling the investigators. He feared that other crimes or potential accomplices might be revealed. Suhan considers that Dinca’s alleged “amnesia” related to the place where he took the girls’ bodies might cover other accomplices.

The former judicial police officer also underlined that at present there is no clear evidence on the murders, despite Dinca had confessed killing the girls. In his view, there is only evidence that only proves Alexandra’s presence in his car and house.

In her turn, Liberal deputy Adriana Saftoiu has posted in Facebook after hearing the transcript of the phone calls between Alexandra and the police, 112, arguing she doesn’t believe a thing “of what is delivered in public”.

“Wow! The transcripts have been released. Folks, it’s better you didn’t hear the voices! I am nothing after this day. To hear Alexandra’s voice and the voices of those who should have understood it is not a joke. But apart from voices, the case, folks, there are in facts more cases! I don’t believe anything of what is delivered to us in public! Somebody is trying to convince us that monster has acted alone. That monster is not alone”,” Adriana S?ftoiu’s post says.

She attended the debates in the Chamber’s Defence Committee where deputies listened to the transcript of the phone talks in Caracal case.

Union Save Romania (USR – opposition) deputy Stelian Ion also said that the transcripts are “devastating”.

STS representatives have been heard in the Defence Committee, while the Interior Ministry and Police’s representatives, the resigning minister Nicolae Moga, dismissed Romanian police head Ioan Buda and his successor Florian Dragnea have missed the hearings.

In retort to Adriana Saftoiu’s statements, interim Interior minister, deputy PM Mihai Fifor said that nobody is trying to hide anything and that all those to blame will pay for their deeds.

“We talk about prevention here, such things must be prevented. I can assure Mrs. S?ftoiu that all the culprits will pay, that nobody is trying to hide anything in this case and all those to blame will pay, regardless of whom might be. I declared total war to the organised crime networks and to these mobsters, nobody will get away”, Fifor said.

Social-democrat (PSD – ruling party) deputy Catalin R?dulescu is also endorsing the assumption that the missing girls would not have been killed but trafficked by a prostitution and organised crime network, protected by prosecutors, judges, policemen and politicians in southern Romania, Olt-Dolj-Mehedinti-Arges counties.

“What’s got DIICOT to do with this story? DIICOT only has responsibilities if there is the human trafficking suspicion, for in a murder case the responsibility belongs to the Prosecutor’s Office upon a certain tribunal, or the General Prosecutor’s Office. So, what’s DIICOT’s business here?”, the SocDem MP asked.

Interim Interior minister Mihai Fifor confirmed on Wednesday that the Caracal case is currently at DIICOT. “We won’t have peace until the culprits are held responsible. Our only problem right now is that the investigation is taken over by DIICOT, we only provide support (...)”, Fifor stated.

Moreover, a Romanian woman established in Italy told Digi24 that while she was in Italy, the aggressor Gheorghe Dinca would have been part of the company of a human trafficker. The members of the organised crime group used to promise Romanian young women jobs in Italy, then they took there and compelled them to prostitute.

The woman said Dinca was close to Mihai Zamfir, a human trafficker and that she knew the cases of girls taken to Italy and beaten used to happen in 2011.

Investigators did found out that Gheorghe Dinca had been  in Italy several years ago with his family, but he had got a ban from entering in Italy later on after he would have attempted to attack a young girl.

The mainstream media in Romania reported that Dinca would have been admitted to the Psych Ward several times, eight times, some claim.

Medical sources from Olt county revealed he had been last admitted to the psych hospital in April 2010, when he was hospitalized with the anxiety depressive syndrome, but doctors had also given him the diagnosis of “mental disorder due to alcohol consumption”,alcohol addition, amnesia and alcoholic hepatitis.

Despite this medical record, Gheorghe Dinca had changed his driving license last year, presenting even a valid psychological permit for that needed for changing the driving licence.

According to Liberal leader (PNL – opposition) , Ludovic Orban, the PSD and the Alliance of Liberals and Democrats (ALDE – minor at rule) should firstly "openly admit the failure" to fulfill their purpose which any Government has: guaranteeing fundamental constitutional rights. 

"The first thing that we should have heard from Viorica Dancila's mouth is that she will urgently stop the release from prison of criminals and dangerous perpetrators. What she needed to do was very simple: repealing the compensatory remedy law, the one which released [from prisons] and still releases criminals who commit the most violent acts and who repeat them, as we have already seen in many cases made public," the Opposition leader stated.

He also argued that the PM should apologize publicly for the fact that the Government opposed to the repeal, at the PNL initiative, of the compensatory remedy law, which could also be beneficial to this "monster from Caracal."
