Commission makes first EUR 2.6 billion disbursement to Romania under the Recovery and Resilience Facility

The disbursement of EUR 2.6 billion (EUR 1.8 billion in grants and EUR 0.8 billion in loans (without pre-financing) was made possible by Romania meeting the 14 milestones of the tranche.

 

They cover several reforms contributing to the digital transition, as well as reforms in the areas of sustainable mobility, decarbonisation, audit and control, education and health, as well as the preliminary steps of fiscal and pension reform.

Measures to support businesses and ensure good governance of the country are also included. As for all Member States, payments under the Recovery and Resilience  (RRF) — the key instrument of NextGenerationEU — are based on performance and depend on Romania’s implementation of the investments and reforms outlined in its recovery and resilience plan.

 

On 31 May 2022, Romania submitted to the Commission a payment application based on the fulfilment of the 14 milestones set out in the Council for the first instalment.

 

On 15 September 2022, the Commission approved a positive preliminary assessment of Romania’s payment application. The favourable opinion of the Economic and Financial Committee on the payment application paved the way for the Commission to adopt a final decision on the payment of the funds.

 

Romania’s overall recovery and resilience plan will be financed with EUR 12.1 billion in grants and EUR 14.9 billion in loans.
