PM-designate announces his list of ministers

Prime minister-designate Ludovic Orban announced his list of ministers on Thursday, October 24. The Orban cabinet will have 18 members, including the prime minister, deputy prime minister and 16 portfolio ministers.

Ludovic Orban was born on May 25, 1963, in Brasov. He graduated from the Faculty of Machine Construction Technology from the University of Brasov (1988). Postgraduate studies at the Faculty of Political Sciences within the National School of Political and Administrative Studies (1993), according to www.cdep.ro.
Trainee Engineer at the Targul Secuiesc Isolator (1988-1990); technological engineer at "Tractorul Brasov" (1990-1991); editor of the daily "Viitorul Romanesc" (1991-1992). Director of Public Relations within the Energy Policy Agency of Romania (1997-1998). Secretary General at the State Secretariat for the Handicapped (1998-1999); Secretary of State, Head of the Department of Public Information of the Government (1999-2000), Secretary of State, President of the National Agency of Civil Servants (March 2000-May 2001).

Local councilor of District 3 Bucharest (1992-1996); elected in 1996 local councilor of District 1, Bucharest, did not complete his mandate, resigning in 1997. Vice-mayor general of the Capital (June 2004-April 2007).

In 1992 he became a member of PNL - Youth Wing (PNL-AT), later he became PL '93. From 1993-1997, he was a member of the PL '93 Steering Committee. In April 1998, he became a member of the National Council of PNL. Chairperson of PNL Bucharest (from November 15, 2002 to 2010) and member in the Permanent Central Bureau of PNL between 2002 and 2010, according to www.cdep.ro. Between 2009 and 2010, he was the first deputy-chair of PNL.

Chairman of the Board of Directors of the National Center for Specialization in Communication and Public Relations, established by H.G. No.949/2000 (as of November 2000). In 1992, he received a diploma from Bill Clinton, governor of Arkansas at that time, following this programme of study of the US electoral system.

On April 5, 2007, he was invested with the role of Minister of Transport, in the reshuffled Tariceanu government, ending his mandate on December 22, 2008.

At the local elections in June 2008, Ludovic Orban was the PNL candidate for the General City Hall of Bucharest, ranking fourth after the first round, with 64,600 votes. After the defeat from the premises he lost the leadership of the PNL Bucharest branch.

In November 2008 he became a Liberal deputy from Bucharest, and from October 2009 to 2011 he also served as Deputy-Speaker of the Chamber of Deputies.

In the 2012-2016 legislature, he was re-elected Bucharest deputy from the PNL, being a member of the Committee on Equal Opportunities for Women and Men and of the Social Protection Committee (since March 2014). He was also a member of the Parliamentary Friendship Group with Ireland and the Parliamentary Friendship Group with the Republic of Ecuador.

He was Deputy-Speaker of the Chamber of Deputies between September 2015 and September 2016, according to www.cdep.ro.

On December 16, 2014, he was elected leader of the PNL group in the Chamber of Deputies, a position held until September 2015.

In March 2009, in the extraordinary Congress of the National Liberal Party, Ludovic Orban was elected first vice-chair of the PNL.

Ludovic Orban was also a candidate for the PNL leadership in 2002, 2009 and December 2014, being defeated by Theodor Stolojan, Crin Antonescu and Alina Gorghiu, respectively.

He was elected chairperson of the National Liberal Party, on June 17, 2017, in the party's Congress held in Bucharest, with 3,518 votes.

Raluca Turcan – deputy prime minister

Turcan was born on April 2, 1976, in Botosani, according to cdep.ro. She is a class of 1999 graduate of the Faculty of International Economic Relations at the Bucharest School of Economics (ASE). In the same year, she became a master's student in Communication and Public Relations at the National School of Political and Administrative Studies (SNSPA) Bucharest. She holds a diploma in business Russian awarded by the Pushkin Institute in Moscow. April 4, 2011-April 22, 2011, she attended a postgraduate training course in the field of national security and defence at the Carol National Defence University, the National Defence College.

She also studied politics at ACYPL: Washington, the US; EU legal and institutional framework at the University of Vienna, Austria; politics at the German Marshall Fund Fellowship, the US, as well as political communications at Harvard Kennedy School, Athens.

She was a Public Relations consultant at Tofan Grup (1999-2000); parliamentary expert in the Romanian Senate (2000-2004); associate professor at Transilvania University of Brasov and at the Romanian-German University in Sibiu (2001-2004), according to cdep.ro.

Adviser to the chairman of the National Council of the National Liberal Party (PNL), 2000-2002; adviser to the PNL national leader (2002-2004) and a member on the National Management Office of PNL (2004-2006); founding member of the Liberal Democratic Party (PLD). Following the merger of the Democratic Party with the Liberal Democratic Party in December 2007, Turcan held in the newly formed party (PDL), the position of deputy chair between 2007- May 2011 and June 2012-2014. She joined PNL in 2015.

2014 - December 2016, she was deputy national chair of PNL, chair of the PNL Education Commission. In December 2016, she became interim national chair of PNL, a position she held until June 2017.

A PNL MP representing Sibiu (2004-2006); non-affiliated MP (Sept. 2006-Feb. 2008) and PDL MP (Feb. 2008-Nov. 2008). In the 2004-2008 legislature, she served as chair of the Committee on Culture, Arts, and the Mass Media (February 2005 - September 2006) and secretary of the Committee on Equal Opportunities between Men and Women.

In the general election of November 30, 2008 Turcan ran as a PDL candidate for a seat representing the city of Sibiu and won a new term by about 47pct. In that legislature she chaired the Committee on Culture, Arts, and the Mass Media.

She was re-elected MP of Sibiu on the lists of the ARD (PDL) on December 9, 2012. Until September 2016 she was the secretary of the Committee on Education, Science, Youth and Sports, and then she became the deputy chair of the said committee. She also sat on the UNESCO Joint Standing Committee of the Chamber of Deputies and the Senate.

In 2016, she won a new MP seat running on the PNL lists, being also a PNL floor leader. She is a member of the Committee on Education, Science, Youth and Sports and is a deputy chair of the Parliamentary Friendship Group with the French Republic.

She is an honorary citizen of the US state of Nebraska.

She has co-authored an English-Russian-Romanian dictionary of business published by ASE Bucharest; co-authored "Integrarea si politica fiscala europeana' (Integration and European fiscal policy), Infomarket Publishing House. She has also published studies in the field of European integration and public relations. 

Florin Cî?u – minister of finance

Florin-Vasile Citu was born on 1 April 1972, according to the senat.ro website. He graduated Grinnell College in the U.S., in 1996, has a Master in Economics within Iowa State University (2002), and since 2002 he has been attending doctoral studies at Iowa State University, according to alegeriparlamentare2016.ro.

He worked as an economist with the National Bank of New Zealand (2001-2003) and the European Investment Bank (2003-2005).

He worked as chief-economist with ING Bank (2006-2007) and head of financial markets department (2007-2011), and after, he worked as a consultant and economic analyst.

He was elected Senator in No. 42 Bucharest Constituency, in the 11 December 2016 parliamentary elections. He was a member of the committee on labour, family and social protection (22-26 December 2016), a member and vice-president in the committee on budget, finance, banking activity and capital market (22 December 2016-31 January 2018), a member (27 December 2016 - 23 September 2018) and president (1 February 2018-16 September 2018) of the committee on economy, industries and services, according to senat.ro.

He has been a member of the committee on budget, finance, banking activity and capital market (since 1 February 2018) and the committee on European affairs (24 September 2018).

Moreover, he has been a member of the parliamentary friendship group with Georgia (since 26 April 2017) and a member and vice-president of the parliamentary friendship group with Australia (since 26 April 2017).

Marcel Vela – minister of interior

Ion Marcel Vela was born on 2 June 1963, in Armenis, Caras-Severin county, according to senat.ro.
He graduated the Traian Doda High School in Caransebes. He has higher education studies, polytechnics and legal sciences.

Founding member of the Caras-Severing branch of the National Liberal Party (PNL) (January 1990) and founding member of the Caras-Severin Civil Alliance Branch (1991), chair of the Cransebes PNL Organisation (1994-2004) and vice-chair of the Caras-Severin PNL branch (1998-2008).

In 2002, he became a member of the PNL National Representatives' Delegation, in 2005 - member of the Central Bureau of the League of Local Elected Officials, and in January 2008 - chair of the Caras-Severin PNL branch.

Executive Secretary of the PNL in 2009, within the PNL Congress meeting of 2010 he was elected member of the National Political Bureau (BPN), in 2013 he became executive deputy-chairman and in 2017 he became member in the BPN.

He was vice-mayor of Caransebes municipality (1992-1996), municipal councilor (1996-2000), prefect of Caras-Severin county (2000-2001), again municipal councilor (2001-2004). From 2004 to 2016, he was mayor of Caransebes (three mandates).

In December 2016 he was elected Caras-Severin senator on behalf of the PNL. He is secretary of the Senate Standing Bureau and member of the Committee for waters, forests, fisheries and hunting fund and the Committee for education, science, youth and sports.

In 2000, he was decorated with the National Order of Faithful Service, in rank of Officer by Romania's President Emil Constantinescu; in 2004 he was bestowed upon by Romania's President Ion Iliescu with the "Victory of the Romanian Revolution of December 1989" Order; in 2010, Patriarch Daniel of the Romanian Orthodox Church awarded him the Order of Stephanus Magnus; In 2015, he was awarded by President of Romania Klaus Iohannis the "Fighter with a decisive role in the December 1989 Revolution" title. He is an honorary citizen of Otelu-Rosu town (2000). 

Bogdan Aurescu – minister of foreign affairs

Career diplomat Bogdan Lucian Aurescu, a former foreign minister (November 24, 2014- November 17, 2015), was born on September 9, 1973.

He graduated from the Sfantul Sava Collegiate High School of Bucharest (1992), the Faculties of Law (1996, with a merit diploma) and History (1998) of the University of Bucharest, the Nicolae Titulescu - Henri Capitant Franco-Romanian Institute of Business Law and International Cooperation (1996) and the National Defence College in Bucharest (2000). He is fluent in English and French.

He holds a summa cum laude doctor's degree in legal sciences, law, for a thesis on the concept of sovereignty and supremacy of international law. In 2011, he very successfully completed a post-doctoral research programme in the fields of Minority Rights in International Law, International Humanitarian Law, Refugee Law and Criminal Law, writing on developments in the relationship between state and individuals in the field of international minority rights law and international protection of persons belonging to national minorities, according to the website www.presidency.ro.

He made a teaching debut in 1998, being, in turn, a university assistant (2002-2004); lecturer (2004-2012); senior lecturer (2012-2015). In 2015 he became a university professor at the Department of Public Law of the Faculty of Law, the University of Bucharest (where he taught or is still teaching International Public Law, International Organizations and Relations, International Jurisdictions, International Minority Protection Law). He also taught or is still teaching at the Diplomatic Academy/Romanian Diplomatic Institute, the National School of Political and Administrative Studies, the Nicolae Titulescu University in Bucharest. In July 2006, he was a visiting professor at the Faculty of Law of the University of Hamburg, under ERASMUS Teaching Staff mobility.

He has been working at the Ministry of Foreign Affairs since 1996, where he started at the Legal and Treaties Department. Between 1998 and 2003, he successively held the positions of adviser in the Foreign Minister's Office, deputy director of the Legal and Treaties Directorate, office director, director of the Legal and Treaties / International Law and Treaties Directorate, director general of the Legal Affairs General Directorate.

He was a senior official at Office of Romania's Government Agent for the European Court of Human Rights (2003-2004) and senior official in European affairs (2004-2005). In September 2004, Aurescu became Romania's Agent for the International Court of Justice, coordinating - throughout the proceedings - the activity of a team that successfully represented Romania in a Black Sea maritime delineation case against Ukraine that was completed on February 3, 2009.

In 2010-2011, he was a chief negotiator of an agreement between Romania and the United States on missile defense and the Joint Declaration on the Strategic Partnership for the 21st Century between Romania and the USA. His current diplomatic rank is minister-plenipotentiary.

Aurescu became a senior strategic affairs official at the Foreign Ministry (MAE) on February 4, 2009. Between August 2010 and February 2012, he became a senior European affairs official, also coordinating the Security Policy Directorate. Between March and June 2012, he was senior official in charge with global affairs. From June 2012 to November 24, 2014, he was a senior official in charge with strategic business.

On October 23, 2009, Prime Minister-designate Lucian Croitoru picked Aurescu to be part of the new Cabinet, as foreign minister, but the cabinet was invalidated on November 4, 2009.

He is a member of the United Nations International Law Commission (elected on November 3, 2016) and of the Permanent Court of Arbitration in The Hague, an alternate member of the European Commission for Democracy through Law (Venice Commission) of the Council of Europe, alternate representative of Romania to the Danube Commission and arbitrator appointed by Romania in accordance with Article 2 in Annex VII to the UN Convention on the Law of the Sea. He is also the chairman of the International Law Section of the International Law and International Relations Association and of the Romanian Branch of the International Law Association (London), editor-in-chief of the Romanian International Law Magazine, a member on the editorial board of the "Curierul Judiciar" (Law Courier) journal, as well as a member on the scientific board of the ''ACTA Universitatis Lucian Blaga'' (Sibiu), according to www.mae.ro.

In 2002, MAE awarded Aurescu an excellence diploma for exceptional contribution to the diplomatic activity of Romania and, in 2009, an excellence diploma for special merits in diplomatic career and the exceptional contribution to "Romania versus Ukraine case of maritime delimitation in the Black Sea before the International Court of Justice.''

He is the recipient of a Faithful Service in the rank of Knight (2002) decoration, the Diplomatic Merit in rank of Knight (2007), Romania's Star (2009) in the rank of Knight, the Cross of Commander of Poland's Order of Merit (2009), Romania's Star in rank of Officer (2013), the Badge of Honour of the General Defence Staff, the Romanian Defence Ministry (2013), the Gold Medal of the Polish Armed Forces (2013), a Legion of Honour in rank of Knight of the French Republic (2016).

He is the author, co-author or coordinator of 15 books on international law, 24 chapters published in collective books, 17 studies published in volumes of specialist international conferences and over 130 articles, studies, comments, reviews published in Romanian and foreign magazines, such as "Romanian Journal of International Law," "Annals of the University of Bucharest-Law Series, "Curierul Judiciar," "Annuaire Francais de Droit International," "The International Journal of Marine and Coastal Law," 'Helsinki Monitor,' "Security and Human Rights", "European Yearbook of Minority Issues," "Hellenic Review of International Law", "Chinese Journal of International Law". As an alternate member (independent legal expert) of the Venice Commission, he has been a rapporteur or co-rapporteur for 24 reports, opinions or studies of this institution.

On November 24, 2014, then Prime Minister Victor Ponta picked Aurescu to take over the foreign affairs portfolio. The same day, President Traian Basescu signed the appointment decree. His term ended on November 17, 2015, with the swear-in of a new government, led by Prime Minister Dacian Ciolos.

On May 6, 2016, Bogdan Aurescu was appointed presidential adviser at the Foreign Policy Department.

C?t?lin Predoiu – minister of justice

National Liberal Party (PNL) deputy Catalin Marian Predoiu was born on 27 August 1968 in Buzau, according to www.cdep.ro.

He is a graduate of the Law Faculty of the University of Bucharest (1991), he subsequently enrolled in a training programme in the practice of commercial law at the Bar in Caen, France (1994) and obtained the PhD scientific title (2003) in Commercial Law, "summa cum laude", at the Faculty of Law within the University of Bucharest, according to the official page www.predoiu.ro.

He is a member of the Bucharest Bar (since 1991). He was a professor with the Law Faculty, the University of Bucharest (1994-2007).

He led, as a coordinator associate, two law firms, namely "Racoti Predoiu" (1995-2006) and "Zamfirescu Racoti Predoiu" (2007), launched as of 1995 together with his associates at that time. Currently, he is a founding member of Stoian Predoiu law firm. He is the founder of the Entrepreneurs for Development Association, according to www.predoiu.ro.

Regarding the political activity, Catalin Predoiu joined the Democratic Liberal Party (PDL) on 5 July 2013. The next day, the National Coordination Council of the PDL validated him as first deputy-chair.

On 26 July 2014, the PNL Extraordinary Congress voted the merger protocol with the PDL, the statute and political programme of the new party and the protocol of the electoral alliance - the Liberal Christian Alliance (ACL). Since October 2014, when the PDL merger with the National Liberal Party was cleared by the Bucharest Tribunal, Catalin Predoiu became first deputy-chairman of the PNL. He was chairman of PNL Bucharest (2015-2016).

In the context of the presidential elections of 2014, the joint PNL-PDL National Political Bureau (BNP) decided to designate Catalin Predoiu as Prime Minister of the Liberal Christian Alliance, with Klaus Iohannis as the candidate running for president. On 18 May 2016, he officially launched his candidacy for the Bucharest City Hall.

In the parliamentary elections of 30 November 2008, Catalin Predoiu ran on behalf of the PNL for a deputy position in College 5 of Buzau county. He was voted by 28.9 percent of voters, ranking 2nd after the Social Democratic Party (PSD) candidate.

Since 21 December 2016, Catalin Predoiu has been a deputy, elected in Constituency No. 12 Calarasi. He was the Vice President of the Standing Bureau (Dec. 2016 - Feb. 2017; Feb.-Sept. 2017), according to www.cdep.ro. He is a member of the Legal Matters, Discipline and Immunities Committee and the Joint Special Committee of the Chamber of Deputies and the Senate for the systematization, unification and assurance of legislative stability in the area of justice. He was a member of Romania's Parliament Delegation to the NATO Parliamentary Assembly (until April 2017).

He was Justice Minister in the Calin Popescu-Tariceanu Government (Feb. - Nov. 2008); in the Cabinet led by Emil Boc (Dec. 2008 - Oct. 2009); interim Justice Minister after the Boc Government was toppled through the adoption of a censure motion by Parliament (October 2009) and interim Foreign Affairs Minister (Oct. 2009); Justice Minister in the Boc IV Cabinet (23 Dec. 2009 - 6 Feb. 2012); Justice Minister in the Ungureanu Government (9 Feb. 2012 - 7 May 2012).

On 6 February 2012, he was appointed, under presidential decree, as interim Prime Minister of the Government of Romania, to fulfill the duties of resigning Prime Minister Emil Boc until the formation of the new Government.

He has published numerous studies and specialised works, articles of political opinion, among which: "Lending operations within a group of companies" (Bucharest, 1996); "Commercial companies" (first edition, Bucharest, 2001, co-author); "Banks in the context of anti-crime legislation. He was bestowed the "I.L. Georgescu" award by the Union of Jurists of Romania and the "Simion Barnutiu" award of the Romanian Academy.

Gen. Nicolae Ciuc? – minister of defense

Nicolae Ciuca was born on February 7, 1967 in Plenita, Dolj County. He graduated the "Tudor Vladimirescu" High School in Craiova, in 1985, and the Military School of Active Officers "Nicolae Balcescu" in Sibiu, in 1988.

After graduating the military school, he was assigned as a platoon leader at the 26th Mechanized Regiment, he was a scout and instruction platoon commander at the 121 Scout Battalion, between 1989 and 1992. In 1990 he followed the Training course for leaders of scout companies. Over 1992-1993 he was chief of staff in operations at the same battalion, according to the http://www.defense.ro Website.

He attended the courses of the Academy for Advanced Military Studies, joint armaments specialty, over 1993-1995, and after graduation he was chief of staff in operations and training for combat at the 2nd Mechanized Brigade.

Over 1996-1997 he participated in the UNAVEM III mission, in Angola, as a chief of staff. In 1997 he attended the Brigade-type Staff Course.

Between 1998 and 2001 he was Chief of Staff of the 26th Infantry Battalion. During this time he graduated the Peace-keeping instructor Course, Ankara (Turkey), in 1999, the PSO Course (peacekeeping operations) and the English language Course in 2000, and in 2001 he graduated the JOINT Course in multinational operations. In 2000 he participated in the multinational exercise "Blue Danube 2000," as Commander of the Ground Component and in the "Dynamic Response" exercise in Kosovo, as Commander of the 26 Infantry Battalion -SACEUR's strategic reserve.

Between 2001 and 2004 he was commander of the 26 Infantry Battalion, with which he participated in the Enduring Freedom I mission in Afghanistan (2002-2003) and Antica Babilonia, Iraq (2004). In 2001 he participated in the multinational exercise "Dynamic Response" in Bosnia and Herzegovina, as Commander of the 26 Infantry Battalion - SACEUR's strategic reserve, and in 2003 he was the leader/chief of the ISAF exercise (OCE/EXDIR).

In 2003 he obtained a PhD in military science and in 2004 he attended the CIMIC Course in Eastern Europe and Central Asia, Hulburt, Florida, USA. Over 2004-2006 he was Chief of Operations at the 2nd Infantry Brigade, and over 2006-2007 he was staff commander at the same brigade.

In 2005 he attended the English Language Course - NATO terminology at the York University, and in 2006 he graduated the War College in the USA, ground troops, and he got a MD in Strategic Studies.

Over 2007-2009 he was a deputy commander of the 282nd Mechanized Infantry Brigade, and over 2009-2011 he was commander of this brigade. In 2010 he participated in the Eurasian Start exercise (NRDC-Turkey), as brigade commander.

On October 25 he became a Brigade General and in 2011 he was appointed Commander of the 2nd Infantry Division. In 2012 he graduated the post-academic course in security and national defence 'Security and efficient governing' - National Defence College, Bucharest.

On May 9, 2013 he advanced to Major General.

For the great results he obtained in his career, he was distinguished with: the National Order of Merit, in the rank of Officer, National Order of Merit, in the rank of Knight, the Honorary Sign in the service of the country, XV, XX, XXV, the UN Medal for the UNAVEM III Mission, the Romanian Army's Emblem of Honor, the Emblem of Honor of the Military Intelligence, the Logistics' Emblem of Honor, the Air Forces' Emblem of Honor, the Military Medicine Emblem of Honor, the Naval Forces' Emblem of Honor, the Communications and Information Technology Emblem of Honor, the Emblem of Honor of the General Staff, according to the http://www/defense.ro Website.

On October 15, 2018, Major General Nicolae Ciuca was replaced at the command of the Land Forces Staff by Major General Dumitru Scarlat, while he became on the same day the deputy General Chief of General Staff.

Three-star Lieutenant General Nicolae-Ionel Ciuca was appointed Chief of General Staff on January 1, 2015, by a decree signed by President Klaus Iohannis.

In July 2019, the Chief of General Staff was distinguished with the National order in Rank of Commander by the French Embassador to Romania, Michele Ramis. The ceremony took place at the residence of the French Embassy. 

Virgil Popescu – minister of economy, energy, business environment and tourism

He was born on April 25, 1968, in Drobeta-Turnu Severin, Mehedinti County. He graduated the Faculty of Automatic Control and Computers of the Politechnica University of Bucharest (1991). He holds a doctor's degree in Management, the Faculty of Economic Sciences, the University of Craiova (2000), and a master's degree in Business Analysis, Diagnosis and Assessment, the Faculty of Economy and Business Management, the University of Craiova (2009).

He is also a graduate of the National Defence College of the National Defence University "Carol I" (2006) and of the National Security College of the National Intelligence Academy (2008), according to www.cdep.ro, https://pnl.ro, http://alegeriparlamentare2016.ro.

He was assistant programmer at S.S.I. Argus S.A. Drobeta Turnu Severin (1991-1993), university assistant at the University of Craiova, the Drobeta Turnu Severin University College (1993-1997), manager at S.N.P. Lucian Bode – minister of transport, infrastructure and communications

Lucian Nicolae Bode was born on 27 October 1974, in Valcau de Jos, Salaj County. In 1998, he graduated the Electrotechnics and Informatics Faculty, majoring in electromechanical engineering, at the University of Oradea. In 2009, he graduated a training programme in the international relations area, at the Romanian Diplomatic Institute within the Foreign Affairs Ministry. In 2011, he graduated a high-level course "Security and Good Governance" at the National Defence College, Carol I National Defence University. In 2011, he also took a Master's degree in the Management of Security in the Contemporary Society, at the Faculty of History and Philosophy, Babes-Bolyai University of Cluj-Napoca, according to his CV posted on www.cdep.ro.

From 2001 to 2008, he worked as an engineer, spokesman and chief of service with S.C. Electrica S.A., the Zalau electricity supply branch. From 2003 to 2008 he was president of the Electrica Zalau trade union.

Since 2001, he has held various positions with the Democratic Party - PD (the Democratic Liberal Party -PDL): secretary of the County Political Bureau (BPJ) of PD Salaj (2001-2002); vice-president of the County Political Bureau (BPJ) of PD Salaj (2002-2005); PD Salaj BPJ secretary general (2005-2007); PD Salaj BPJ secretary general (2007-2008); president of PDL Salaj BPJ (since June 2008). Since April 2017, he has been chair of PNL Salaj, according to https://pnl.ro/.

In the period 2000-2004, he was a local councilor on behalf of PD in the local council of Valcau de Jos commune, and in the periods 2004-2008 and June 2008 - December 2008, county councilor at the Salaj County Council, according to the http://lucianbode.ro. website.

After the elections of 30 November 2008, he was elected Deputy on behalf of the PDL, in the uninominal college no 1 of Salaj. In the 9 December 2012 elections, he got the second Deputy mandate, following redistribution, in the college 1 Simley Silvaniei. In December 2016, he was elected Deputy in No 33 Salaj constituency. Adrian Oros – minister of agriculture and rural development

Nechita-Adrian Oros was born on July 9, 1965, in Gherla, Cluj County, according to www.cdep.ro.

He is a class of 1989 graduate of the Faculty of Veterinary Medicine (1984-1989), holder of a doctor's degree in medical sciences - veterinary medicine.

Assistant professor of Medical Pathology (1993-1999); associate professor of Toxicology (since 2005). He was a pro-dean of the Faculty of Veterinary Medicine of University of Agricultural Sciences and Veterinary Medicine (USAMV) Cluj-Napoca (2008-2012); he is currently a university professor, deputy-rector of the University of Agricultural Sciences and Veterinary Medicine of Cluj-Napoca.

He was head of the Veterinary Sanitary Directorate of Cluj (2000-2001) and director of the Food Sanitary and Safety Directorate of Cluj (2008-2009).

He was secretary of the Cluj branch of the Christian-Democratic National Peasant Party (PNTCD) (2003-2007); PNTCD deputy secretary general (2003-2005); member on the National Leadership Office of PNTCD (2005-2007); PNL Cluj deputy-chairman (2008-2010); PNL Cluj-Napoca chairman (2009-2012).

He was a PNL MP of Cluj, 2012-2016, re-elected in December 2016. In the current legislature, he is vice-president of the Committee on Agriculture, Forestry, Food Industry and Related Services of the Chamber of Deputies.

He chaired the General Association of Veterinary Doctors of Cluj (2002-2007); the College of Veterinary Doctors of Cluj (since 2007), becoming a deputy chairman of the College of Romania's Veterinary Doctors of Romania in 2010.

He is a member on the editorial board of "Revista romana de medicina veterinara" (Romanian Journal of Veterinary Medicine), and author of scientific papers.

Costel Alexe – minister of environment, waters and forests

He graduated the Emil Botta High School in Adjud (1999-2002). He has a Bachelor's degree and a Master's degree from the "Alexandru Ioan Cuza" University, Iasi (2002-2004). Moreover, he was part of the parliamentary inquiry committee to verify the legality of the acquisition of land in the area of Nana commune, Calarasi County.

Following the legislative elections of 2016, he was elected again deputy. He is the deputy chair of the Committee for environment and ecological balance, member (as of November 2018) in Romania's Parliament Delegation to the Parliamentary Assembly of the Mediterranean and alternate member in Romania's Parliament Delegation to the OSCE Parliamentary Assembly.

Ion ?tefan – minister of public works, development and administration

Ion Stefan was born on 22 January 1969. He graduated the I.M.C. Constanta, electromechanical engineering major, according to cdep.ro. He was Director General of SC Balcanic Prod SRL.
He is a member of the Vrancea County Executive Committee (CJEX) of Vrancea National Liberal Party (PNL). He ran for mayor in Focsani Municipality, in the local elections of 2016, obtaining 32.7 percent of the votes cast.

Within the legislative elections of December 2016, he was elected deputy in Constituency no. 41 Vrancea, being validated in the deputy office on 21 December 2016. Until February 2018, he was deputy-leader of the PNL parliamentary group of the Deputies' Chamber.

He was a member in the Committee for Budget, Finance and Banks (Dec. 2017 - Apr. 2018) and the Committee for Industries and Services (Dec. 2016 - Dec. 2017) of the Deputies' Chamber. Since April 2018, he has been a member of the Committee for Industries and Services.

He is part of the Friendship parliamentary group with the Republic of Cyprus and the Friendship parliamentary group with Malaysia, where he is also secretary.

Ioan Marcel Bolo? – minister of European funds

Marcel Ioan Bolos was born on April 1, 1968. He graduated the Faculty of Economic Sciences, Oradea University (1993-1997), the Electrical Engineering and Computer Science Faculty (1992-1997), he has a Master's Degree in Financial-Banking Institutions Management (1997-1999) and he holds a doctor's degree, for the thesis: "Budget and accounting of the local communities in the current state of affairs and possibilities of modernization" at the Faculty of Economic Sciences, the West University, Timisoara (2000-2005), according to the http://steconomiceuoradea.ro Website.

He started his teaching career as a university assistant in "Enterprise financing," at the Faculty of Economic Sciences, Oradea University (1999-2001). Victor Sebastian Costache – minister of health

A specialist in cardiovascular, thoracic and pulmonary surgery, Victor Sebastian Costache was born on March 18, 1974, in Iasi. He is a class of 1998 graduate for the Gr. T. Popa University of Medicine and Pharmacy of Iasi. In 2004 he completed a master's degree course in anatomy at the J. Fourier Faculty of Medicine in Grenoble. Between 2004 and 2006, he was a resident physician at the Cardiovascular Surgery Service, the Vascular Surgery Service and the Cardiac Surgery Service, all at CHU Grenoble, France. On May 20, 2009 he defended his doctoral thesis on optimising diagnosis and treatment methods in mediastinitis. In 2014, he became an associate professor at the Victor Papilian Medical Faculty of the Lucian Blaga University in Sibiu.

Between August 2000 and November 2001, he was a resident cardiothoracic surgeon at the Gr. T. Popa University in Iasi, after which he decided to leave for France. In October 2002, he was admitted to the National Residency Competition (DES) in Paris. Between 2001 and 2003 he was a resident doctor at the Thoracic and General Surgery Service in Toulouse, and in 2003 at the Digestive Surgery Service in Grenoble and at the Traumatology Service in Grenoble.

In November 2006, he was awarded a Thoracic Surgery specialist diploma by the Bucharest Faculty of Medicine.

He returned to France, where he continued as resident physician, specialist doctor and a thesis supervisor at Grenoble (2006-2010). He then practiced cardiovascular and thoracic surgery as a primary physician at CHRA Annecy (2010-2013).

In 2014, he suspended all medical activity in France and settled with his family in Romania, to practice in Sibiu. Since June 2014, he has been the head of the Cardiovascular and Thoracic Section at the Polisano SRL Clinic in Sibiu, becoming medical director at the same privately-owned hospital, according to www.clinicapolisano.ro.

He is the chairman of the Cardiovascular Surgery Board of the Ministry of Health (since October 2015) and chairman of the Romanian Society of Endovascular Surgery and Transcatheter Valve Therapy (TAVR).

He is the author or co-author of 25 specialist works and studies, in 1994 - 2016. He has five presentations in the period 2004-2007 at the College of Vascular Surgery, in Grenoble and Narbonne, having attended many Vascular and Thoracic Surgery national and international congresses in Iasi, Sibiu, and cities in Germany, Poland, Italy, France, Serbia, the US, Turkey and Brazil. He is mentioned in the Guinness Book of Records for world's first complex aortic dissection treated endovascularly, in Sibiu in 2014.

In 2011 he became a full member of the French College of Cardio-Vascular and Thoracic Surgery - the French Society of Cardiovascular and Thoracic Surgery. In 1999 he became a member of the College of Romania's Doctors. 

Cristina Monica Anisie – minister of education and research

Monica-Cristina Anisie was born on 19 July 1973, according to her official Facebook page. She graduated the Faculty of Foreign Languages and Literatures of the University of Bucharest (1992-1996). She graduated two Master's degree programmes: one in Educational Management at the National University of Political Studies and Public Administration (2007-2008) and another one in European integration and social issues, at the Faculty of Political Science, Sociology and International Relations (2007-2009), according to the CV published on the www.edu.ro website.

Bogdan Gheorghiu – minister of culture

Bogdan Gheorghiu was born on July 1, 1975. He graduated the Faculty of Arts and Acting at the Ecological University Bucharest and the George Enescu National University of Arts - Acting Section, according to his CV published on www.cdep.ro.

In 1999, he founded the "Bucovina" Dramatic Theatre, a project he started after graduation. He was a TV producer at Tele7ABC (2000) and of radio shows at Radio AS Suceava (2000-2007). He opened the local station OTV Suceava, a project that lasted 12 months.

He was manager of Radio Gold Radauti (2004) and he founded the TV Radauti (2005-2006) television channel, where he was also a manager, and he founded the regional television channel Bucovina TV (2007).

In January 2016, he became a member of the National Liberal Party.

He was a candidate on the lists of the National Liberal Party for a seat in the Deputies Chamber and he was elected in constituency no. 35 Suceava. He is a member of the Committee for culture, arts, mass media, according to the same source.

Marian Ionu? Stroe – minister of youth and sports

Ionut-Marian Stroe was born on September 23, 1979, in Craiova, according to www.cdep.ro. He graduated the "Carol I" High School in Craiova (1998) and the Faculty of Automatics, Computer Science and Electronics, at the University of Craiova (2003). In 2006, he got a master's degree in finance and business administration, at the Faculty of Economy and Business Management, the University of Craiova.

He graduated a training programme in international affairs at the Romanian Diplomatic Institute, the Ministry of Foreign Affairs (2010), he attended post-graduate studies at the National Defence College, the National Defence University "Carol I" (2010), and also at the National Intelligence College, the National Intelligence Academy "Mihai Viteazul" (2013).

He graduated the Faculty of Law and Administrative Sciences, at the University of Craiova (2013), and he got a master's degree in human rights at the Faculty of Law and Social Sciences, at the University of Craiova (2014).

He started his professional career as a programmer and marketing advertising coordinator at SC SecureNet SRL and SC Software Marketing Publicitate SRL (2003-2004) and then he was a sales technical representative at the National Radiocommunications Company S.A. (2004-2005). He was a councilor with the Craiova Local Council (2004-2008), manager of the Dolj County Directorate for Youth (2005-2007) and also manager of the Leisure and Recreation Programme for Youth with the National Youth Authority (2007-2009).

He is a member of the PNL (National Liberal Party) and he was PNL's spokesman over 2015-2016; chairman of PNL Craiova (2014-2015) and interim chairman of PNL Craiova (2016-2017).

He was elected Deputy in Dolj County three consecutive times, 2008-2012, 2012-2016 and 2016-until now, representing the National Liberal Party.

Between 2012 and 2016 he was deputy leader of the parliamentary group of the National Liberal Party and chief of the Delegation of the Romanian Parliament to the Parliamentary Assembly of the Council of Europe (PACE).

Stroe was also the vice president of the Parliamentary Assembly of the Council of Europe (April 2013-January 2014). His main responsibilities and capacities were: chief of the national delegation, member of the Standing Committee of PACE, vice president of the Alliance of Liberals and Democrats for Europe (ALDE) (January 2014-January 2015), vice president of the European People's Party Group (EPP/CD) (January 2015-up to now), according to www.cdep.ro.

In 2017, he was elected rapporteur in the Committee on migration of PACE for two files, the one regarding labour migration in Eastern Europe and the one regarding refugees and migrants (September), and president of the Committee for social affairs, health care and sustainable development of PACE (October).

At present he is a member of the Committee for culture, arts and mass media (since 2018) and of the Delegation of the Romanian Parliament to the Parliamentary Assembly of the Council of Europe. He was a member of the Committee for human rights, cults and national minorities issues (February 2017-May 2018) and of the Labour and Social Protection Committee (until February 2017). The proposed minister is also the head of the Parliamentary Friendship Group with the Republic of Slovenia.

Violeta Alexandru – minister of labor and social protection

Victoria-Violeta Alexandru was born in Bucharest on November 11, 1975, according to the bio published on her personal Facebook page. She is a class 2002 graduate of the Faculty of Political Sciences (1999-2002) at the National School of Political and Administrative Studies (SNSPA) in Bucharest, having completed master's degree courses in Governance and Institutional Development (2002-2004) and International Affairs and Conflict Management (2004-2006), both at SNSPA, according to the same source and https://romania-alege.ro.

She has been active in the NGO sector since 1995. She was a public relations coordinator (1994-1997) and executive director (1999-2001) of the Pro Democracy Association (APD). She founded the Institute for Public Policies (2001), which manager she was until the autumn 2015.

She was adviser at the Presidential Administration, the Department of International Communications and Relations with Romanians Everywhere (1997-1999), according to https://romania-alege.ro.

She was appointed minister for public consultation and civic dialogue in the Government led by Dacian Ciolos (November 2015 - January 2017).

She joined the National Liberal Party in 2017, becoming in the same year adviser to PNL national leader Ludovic Orban. On June 25, 2019, she was appointed interim chair of the PNL Bucharest chapter.

The proposed ministers will be heard by the Parliament’s specialty committees next week, on Tuesday, while the Parliament is expected to vote the new Government on Wednesday, October 30.
