Survey: the entrepreneurs propose the amendment of the Work Code to allow flexibility regarding the work contract and work from home

The entrepreneurs and small and medium enterprises consider that the risks of going back to work in the following period represent the drop in turnover, the loss of clients and the reduction of the personnel as a result of the income, shows a survey made by the National Council of the Private small and Medium Entreprises (CNIPMMR) which says that over 77% of the entrepreneurs proposed to amend the amendment of the work code so that it allows for flexibility as regards the work contract and work at home.

The survey regarding the effects of work at home and the necessity to come back of the personnel in the work places was made between 14-21 April 2020 and the entrepreneurs were 63.3% micro-entreprises, 19.9% small enterprises, 10.1% medium enterprises and 6.7% other forms of organization.

Asked which they consider might be the risks of coming back to work in the next period, they answered (multiple answers) drops in the turnover (74.80%), the loss of clients (51.80%), the reduction of personnel as a result of the reduction of income (36.30%), the closing down of the economic activity as a result of the serious impact on commercial relations (35%), the drop of work productivity (27%) and the apparition of gaps in communication between the employer and the employees, as well as between employees (19.90%).

Among the positive effects taken into consideration by entrepreneurs as a result of the implementation of the measures of social distancing in enterprises  is : the digitization of public administration (42.90%),  deregulation of public administration (39.40%), digitization of enterprises (36.70%), the improvement of institutional communication (32.30%), identification of new business opportunities (28.80%) and identification of new selling channels (19.90%).

Asked how many employees are in their company, they mentioned : 65.9% have fewer than 9 employees, 23.9% have between 10 and 49 employees and 10.2% have over 50 employees.

As regards the domain of activity of the interviewees, this is 67.7% services, 17.3% commerce and 15% production. As for the question : How affected are you by the crisis ? , the entrepreneurs answered in proportion of 35.8% that they are affected greatly, 28.3% are affected much enough, 14.6% are not affected, 12.4% are affected slightly, and 8,8% are affected very little.

‘Thus, they estimate a drop in the turnover, as such: 30.1 more than 70% of the turnover, 18.1 between 30 and 50%, 16.8% between 10 and 30%, 15.9% between 50% and 70%, 15% up to 10% and only 4.1% did not register drops in the turnover’ the survey shows.

Asked ‘ how much time do you need to go back to the turnover before the crisis ‘ the entrepreneurs answered: 37.6% will come back in maximum six months, 29.6% in maximum 12 months, 25.6% between one and two years, and 7.5% in more than two years. Asked what they consider is the date when the employees should go back to work, to resume economic activity, 51.8% mentioned that the employees should go back to work after the end of the emergency period, 26.1% at the beginning of May and 22.1% after Easter.

Similarly, the interviewed entrepreneurs estimate that they can reintegrate the personnel at the level prior to the crisis, 57.5% in maximum three months, 20.4% in maximum six months, 8.8% in maximum nine months, 8% in maximum one year, and 5.3% in maximum 12 months.
