Mayor of the town of Mangalia, south-eastern county of Constanta, Cristian Radu on Monday morning said the local referendum on shale gas exploitation by fracking failed to meet the turnout to be validated.'The turnout quorum of 50.1 percent of the total voters was not met, and so the outcome of the referendum cannot be certified, unfortunately.
