Bulgaria and Romania will lead by rotation the Regional Command for Special Operations stated on Wednesday in a press release the Bulgarian minister for Defense.
The Command is part of the process of NATO adaptation to the security environment continuously changing in the region of the Black Sea and it is the expression of the mutual understanding of the need for consolidated cooperation, says the minister.
The BTA agency reminds that the Bulgarian minister of defense, Todor Tagarev and his Romanian counterpart, Angel Tlvar signed a letter of intent for the formation of a Regional Component Command for Special Operations. The signing took place during the NATO summit in Vilnius, in July.
The letter of intent is not an international treaty, as a result, in this context, the provisions of the laws of the Republic of Bulgaria regarding international treaties cannot be applied, the minister explained.
The letter is the expression of the political intent to collaborate towards the formation of a Component Command and it is not legally binding. An agreement memorandum draft between Bulgaria and Romania on the formation, functioning and administration of the Command is going to be set up and signed in accordance with the Law of the Republic of Bulgaria regarding international treaties.
