Euroatom ratification to be debated in plenum on Wednesday

Ludovic Orban, the president of the Chamber of Deputies declared he would participate in a joint plenum of the two Parliament chambers on Wednesday, to debate the rectification of Euroatom, which would allow the European Commission to apply the Recovery and Resilience  facility.

 

On February 15, president Klaus Iohannis signed the decree for the ratification by Parliament of EU Decision (Euroatom) 2020/2053 of December 14, 2020 Council on the EU resource system and the abrogation of Decision 2014/335/EU, Euroatom, adopted in Brussels.

 

On February 3, the Executive adopted, upon the suggestion of the Finance Ministry, the ratification of Decision 2020/2053 of December 14, 2020 Council  on the EU resource system and the abrogation of Decision 2014/335/EU, Euroatom, adopted in Brussels. With that decision, the Commission temporarily increases the level of resources from 1.20% to 1.40% of GDP, thus using the area set up between this level and that of payments (called headroom) for loan operations (Next Generation EU). 

 

The level of Romania's contribution for 2021, according to the EU budget  rectification letter , is 2,357 billion euros, the equivalent of about 11.549 billion lei.

 

The new decision on the EU resource system (2020/2053) came into force on January 1, 2021, but its provisions are applied only following its rectification by all member states and are directly applicable to member states, without their inclusion in the national law, according to the Finance Ministry press release.

 

After the ratification of the new decision, the European Commission  will recalculate member state contributions for the period between January 1, 2021 and the date if its coming into force. 

 

The European Council of December 2020 reached an accord about the Multiannual Financial Frame (MFF) 2021-2027 and Next Generation EU reconstruction package. European leaders agreed on a final package made of a classical MFF with 1,074, 3billion euros and the European Plan for Economic Relaunch of 750 billion euros, with grants of 390 billion euros and loans of 360 billion euros.
