FinMin Gheorghe Ialomitianu: Any measure in fiscal field will be discussed with those involved

Public Finance Minister Gheorghe Ialomitianu told a press conference organized by the Foreign Investors Council (FIC) on Thursday that he could not promise that the regulations modifying the Fiscal Code would be adopted six months before coming into force.

'I cannot promise to observe that article of the Fiscal Code, but I promise that any measure taken in the fiscal field will be discussed with the employers' associations, with the tax advisors, with specialists and representatives of the business environment. After I leave the Finance Ministry, I want this article to be final and taken very seriously,' the Finance Minister said, bringing to mind, as an example, that in 2010 the authorities were forced to take the measure of increasing the VAT 'after the Constitutional Court had rejected an expense adjustment measure.' 'We want the good and the not so good measures for the business environment to be taken within the specified time,' said the Minister, quoted by Agerpres.

The Finance Minister explained that the social contributions paid by the employers could be reduced.

'In the Letter of Intent to the International Monetary Fund [IMF] and the European Commission [EC] we also mentioned the possibility of reducing the employers' social contributions, but we must take into account the situation of the collections to the state budget. We currently have a favourable situation, but we must make the decision together with the IMF and the EC representatives.'

Concerning other amendments, the Minister reassured that 'the trend of reducing the administrative burden would be followed, but the modification of other taxes can occur only in the case of excises.' 'We must keep within the parameters negotiated with the European Commission, that is we must reach the level of the minimum excise in the EU. This schedule cannot be negotiated, because it has been established before Romania's accession to the EU,' Ialomitianu said.

'In the context of the concerns on the fuel price, we are discussing the possibility of reducing the excises,' the Finance Minister also mentioned.
