Minister Oros: Romania does not agree with establishing new compulsory percentage for echo scheme in new CAP
Romania does not agree to establishing new compulsory percentage for echo scheme in the new Common Agricultural Policy (CAP), especially for member states whose direct payments are under 90% of the average European payment, said Adrian Oros, the minister of agriculture and rural development, at AgriFish Council.
“Concerning green architecture, of echo schemes, Romania reiterates that member states should have the flexibility to decide according to specific needs. We would prefer that a distinct allocation for echo schemes did not exist. Anyway, 20% of direct payments for echo schemes is too much. We consider that a compulsory percentage should not be introduced for member states whose direct payments are below 90% of the European average”, Oros declared on the first day of the Agrifish Council meeting, where he presented Romania's stand about the strategic plans of the new Common Agricultural Policy (CAP).
Oros pointed out about conditions, that Romania agrees to exempting small farms from the GAEC 8 obligation. “We would prefer 10 hectares to avoid administrative tasks for management and control. We agree to exempting from the demand on the minimal area of tillable land devoted to non productive elements or nitrogen fixing cultures especially in the case of small farms. Romania supports exempting small farms from the application of conditions,” Oros added.
On Facebook, the minister of agriculture said Romania's strategic plans in the new CAP should offer predictability and sustainability for farmers, as well as reasoning.
“We do not agree to establishing a compulsory percentage for echo schemes. We support exempting small farms from the application of conditions and financial discipline for farms that receive under 2,000 euros as direct payments. We do not agree to the way in which the financial allocation for direct payments was established, as it was established based on the 2016 reference area. We support a re distributive payment of at least 10% for the support and consolidation of family farms and voluntary leveling. We support the allocation of at least 15% for coupled support and maintaining 50% of ANT for the whole programming period,” the minister posted on Monday night.
In Luxembourg, the 27 ministers of agriculture will try to reach a qualified majority about three crucial texts which will determine the future Common Agricultural Policy, before the European Parliament begins to examine the case on Wednesday. Member states and European deputies should reach an accord, until the beginning of 2021, on rules which will be applied as of January 1, 2023.
