The government decided to revise the Interreg V-A programme Romania – Bulgaria by allocating supplimentary funds for Priority Axis 1 and the reduction of allocations for axes 2-5. However, the government says that technical indicators of the projects for the axes which can have a reduction of financing were not modified. Similarly, temporary allocation of 16 million euro for the financing of the projects was approved.
‘During the meeting on 24th September, the government approved at the proposal of the ministry of public works, development and administration )MLPDA) the revised variant for the Interreg V-A programme Romania –Bulgaria and the election of Ion Stefan, the minister of public works, development and administration to make any necessary modifications in the process of approval by the European Commission of the revised variant, with the condition there are no substantial differences between the approved variant by the government and the negotiated variant. On the basis of the decision of the Committee for the Monitorisation no.88/12.10.2018 in the Interreg V-A programme Romania –Bulgaria there was an overcontract for priority axes 1 and 5, over the financial allocation established at their level. On the basis of the decision for overcontract, the targets established for indicators should be also updated. The adjustment of the indicators takes into consideration the amendments in the socio-economic context ( economic growth) by comparison to the period when the targets were established. The programme being capable to obtain more results, with a smaller sum of money’ said the minister of public works, in a press release.
According to the quoted source, the growth by 21% of the financial allocation for priority axis 1 connectivity was proposed (from 81,983,295 euro FEDR to 98,883,681 euro FEDR).
Priority axes 2-5 will have a reduction of the financial allocation,varying from -1%for priority axis 5 (international cooperation) to -22% for priority axis ( workforce).
‘Even so, no technical indicator for priority axes 2-5 was reduced. As a result, contribution to EU Strategy 2020 for smart growth, sustainable and inclusive is ensured’ the minister said.
Similarly, in the government meeting there was decided the temporary allocation of 16 million euro to ensure the financing necessary for the Authority for Management for the Interreg V-A programme, Romania –Bulgaria.
The sum is necessary to make the payments necessary for the reimbursment requests for elligable expenses financed from non-refundable foreign funds.
The funds will be reimbursed to the ministry of public finances in euro until the date of 31st March 2021, from the sums reimbursed with this destination by the European Commission as a result of the transmission of the payment apps for the Interreg V-A programme Romania –Bulgaria between March and December 2020.
The main authorising officer as Authority for Management for Interreg V-A Romania-Bulgaria which benefits from temporary allocation is MLPDA.
