Chamber of Commerce and Industry proposes a set of measures for the restarting of the national economy
The representatives of the Chamber of Commerce and Industry (CCIR) propose a set of 73 measures regarding the public policies necessary to be implemented on an economic, financial,
investment level on the work market and in the domain of agriculture, a press release of the CCIR sent on Monday.
Economically the representatives of CCIR propose, among others, gradual easing measures, as soon as possible, of the restrictions imposed and the resumption of economic activities in a? many sectors of the economy, for keeping the working places and the balancing of the state budget and the local budgets. Thus, CCIR propose the gradual opening of the shops, starting with those of smaller dimensions. There is the proposal of the gradual restart of several productive activities and services - public restauration and touristic accommodation with the observance of rules of social distancing.
Among measures mentioned is the gradual opening of restaurants, coffee houses, bars and other units of restauration, at first with limited opening hours, which could be prolonged in time. Moreover, CCIR consider that it is necessary to urgently reopen the dental surgeries and other medical surgeries with the observance of specific measures. Similarly, the list of measures includes the supplement of financing through the IMMInvest programme.
The CCIR representatives consider as necessary the establishment of a national programme for the support of industrial parks and business nurseries. At the same time, the list of measures includes the continuation of digitization of the public administration and its implementation with Romanian companies (concept, services,etc) as well as the generalization of the programme ‘ warm lunch in schools’ when the schools start again, for the year 2020 – 2021 instead of the ‘ milk and croissant’ programme. In this way, there will support for a large number of companies in the HORECA system and for the Romanian food industry.
Financially and fiscally the representatives of CCIR recommend the payment of VAT at collection, due payment of the VAT sums to be recovered from the state, as well as the waiving from the payment of the profit tax for 2019 and 2020, if the sums are reinvested. Among the measures proposed on a financial and fiscal level there is that referring to subsidies destined to investment, if the average number of employees increases by 10% against the previous year.
When referring to the workforce, the measures include: the continuation of the payment of technical unemployment for at least three months after the end of the emergency state, for those employees who cannot be accepted back at work, as well as the waiving of the payment of social contributions and the tax specific for the period of emergency state and up to six months since its end for the salaries corresponding to technical unemployment.
Speaking about investments, the CCIR representatives propose investments from public funds for the construction and maintenance of roads, highways, national and county roads. In the domain of agriculture, among the measures mentioned there is the early payment of subsidies in agriculture to allow the farmers to start crops, to have the necessary agricultural works and acquire equipment as well as investments for the reactivation of the irrigation systems which existed in Romania before 1989, irrespective of the later ranking.
