Orban governing programme: 5G will observe the memorandum in Washington which bans the participation of Huawei to the bidding

The governing programme of PNL includes the launching of the bidding for the 5G telecommunication licences with the observance of the memorandum signed between the Romanian and the American governments in Washington on 20 August 2019. The memorandum introduces strict filters for the participants to the bidding and in the present conditions, it would ban the Chinese company Huawei from getting into the bidding.

Governing programme: 'The launching of the bidding for the 5G licences, with the observation of the conditions of the memorandum for the combating of cyber security risks generated by the 5G suppliers, signed on 20.08 2019 in Washington D.C.’.

Memorandum signed in Washington: “ The rigorous evaluation of 5G suppliers’ must include the following elements:

1. If the supplier is, in case of lacking of judicial indicators, under the control of the government of another state’

2. If the supplier has a shareholder structure transparent;

3. If the supplier has a history of ethical corporate behaviour and is under the judicial regime which imposes transparent corporate practices”

Or, at that moment, Huawei is under the regime of sanctions imposed by the Trump administration, which excludes de facto the Chinese company from the bidding  in Romania.

Moreover, the memorandum shows that the two governments adopt the document named 'Propositions in Prague – a statement published during the  Conference on 5G and security in Prague of May 2019’.

 ‘The Government of Romania and the government of the US acknowledge the propositions in Prague, the statement of the president in the Conference in the domain of 5G security in Prague, as an important step in the development of a joint approach in the domain of security of 5G networks and the insurance of a 5G ecosystem sure and dynamic. The propositions in Prague show the necessity of the 5G networks to be built on the basis of free and fair competition, transparency and rule of right’ the quoted memorandum says.

We state that PNL announced in March 2019 that they will start a public investigation regarding the contribution of Huawei to the infrastructure. ‘ We need to protect the strategic interests and there are many suspicions’ he stated at that moment for Reuters, the PNL deputy Pavel Popescu who is part of the Commission for the technology of information of the Chamber. ‘ It is extremely urgent to block any public transaction, contracts, biddings, with the Chinese company’ he said.
