Telecom.IT : Over 2.3 million mobile phone numbers ported in Romania. RDS&RCS April market leader (ANCOM)
About 2.3 million mobile phone numbers have been ported since 2008 to the present day. 65,173 numbers were ported in April 2016, most of them in the RCS&RDS network, according to ANCOM data. According to the source, 65,173 mobile phone numbers were ported, of which 31,467 in RCS&RDS network, 14,511 in Orange , 12, 260 in Vodafone, 4.856 in Telekom Romania Mobile Communications and 2,076 in Telekom Romania Communications.
ANCOM points out that since the launch of portability, since 2008 to the present, 2,309,371 mobile phone numbers were ported, representing 80% of a total of 2,916,001 ported numbers.
In this context, the authority reminds the fact that mobile phone users have the right to port their phone number from a network to another even when porting means passing from subscription (in the former network) to pre-paid card (in the new network).
Conditions of portability are established by the authority and operators which refuse to port a phone number invoking that porting can be made only in case the user chooses a subscription will be sanctioned, as it happened in April when ANCOM fined RCS&RDS with 10,000 lei.
ANCOM mentions that the process of porting phone numbers takes place in the following conditions: any phone number can be ported if it supplies the same type of service: fixed-fixed, mobile-mobile; in the case of mobile phone numbers any user can keep the phone number when shifting from one operator to another, regardless of the payment means (postpaid or prepaid); when porting a number from a pre-paid card the unused credit will not be transferred to the new network; while the supplier operates porting, the telephone service can be interrupted for 3 or 4 hours, when the user cannot initiate or receive phone calls; porting can be cancelled by a request made with the operator which initiating porting not later than 24 hours before the date established for porting.
“We cannot speak about porting and the same conditions cannot be applied when a user wants the change of subscription prices to card in the network of the same telephone service supplier. If users have difficulties in the porting process they can contact ANCOM,” the authority mentions.
