Biris: We don’t have public-private partnerships in Romania
In Romania there are no public private partnerships at present because there are no bankable projects, said Gabriel Biris, secretary of state in the Finance Ministry on Thursday, at a debate organized by the Chamber of Commerce and Industry of Romania.
Biris pointed out the fact that, without an economic background no public private partnership can take shape.
“According to the American principle ‘money talks, bullshit walks’ I think we should consider economic backgrounds. A public private partnership with no economic background will not materialize. A partnership needs incomes obtained either from exploitation, or completed by public sources in order to ensure a reasonable return-on-equity which are about 10-18-20%, according to domains,” he continued.
In his opinion, public system problems are caused mostly by excessive politics, which determines public officer to act for private interests.
“To a large extent, professionals from the public system are affected by excessive politics. Being unprofessional leads to inefficiency. I think we need a pact in this area. When an office is appointed politically he will have to give back when he is asked. The cause is not DNA or the fight against corruption, but the way in which people are appointed, the fact that public officers work for public not public interests,” Biris said.
