Draft law: though conditions for aliens who want to buy agricultural land in Romania
Aliens can buy agricultural land in Romania only if they cover a series of conditions. Thus, they can buy land in Romania if they use it for agricultural purposes in maximum six months since purchase and keep its destination, they have no debts, they are associated with Romanian capital of minimum 30%, they have Romanian employees 60% in management and 90% as work force, they have no activities with offshore and present guarantees they protect the environment and observe legislation, the draft law says.
‘Through the present draft law they propose the introduction of a filter for the acquisition of land in Romania, represented by a series of conditions which have to be covered by the buyer. Without preventing the right of a European citizen to buy land, the criteria imposed would guarantee the protection of the environment, the equality of chances between the local farmers and the European ones, as well as the observance of the fiscal duties to the Romanian state’ the PNL deputy Daniel Gheorghe says when he presented the motivation.
Gheorghe states that accession to the European Union meant the liberalisation of selling land, which ‘ produced adverse effects unexpected by the lawmaker’ namely ‘ they disregarded the protection of the Romanian farmer’.
Similarly, the law maker considers that by this draft law they prevent the avoidance of the law and the interests of the Romanian citizens, but they observe the European legislation as well, namely the rights of the European citizens to buy land in Romania are not breached.
The draft law, under public debate on the site of the Senate is supported by 23 PNL MPs and two independent ones. The Senate is the first chamber summoned, and the Deputies’ chamber is the decision-taking forum.
