ECHR: Romania have to pay over 2 mln euros for detention conditions
The Romanian state was obliged by the European Court of Human Rights (ECHR) in 2017 to pay over 2 million euros for non-observance of the conditions of detention, according to the report of the National Penitentiary Administration (ANP) regarding its activity last year.
"A total of 378 sentences and rulings issued by the European Court of Human Rights (ECHR) were recorded at the level of the National Penitentiary Administration through communications sent by the Ministry of Public Finance, whereby the Romanian state was obliged to pay 2,296,451 euros for non-observance of material detention conditions, from a total recorded, up to December 31, 2017, of 5,428,880 euros and 10,000 Swiss francs," reads the ANP report that was presented on Wednesday.
According to the cited source, under the pilot decision of April 25, 2017, the ECHR demanded that the Romanian state provide within a period of six months from the date of the final decision the exact timetable for the implementation of appropriate general measures capable of solving the problem of overcrowding and inadequate detention conditions. The Court also decided to postpone similar cases that have not yet been communicated to the Government of Romania, pending the adoption of the necessary national measures. On the other hand, the report reveals that 10,554 inmates were released on parole in 2017.
In 2017, revenues of 48.9 million lei were obtained without VAT from the provision of lucrative services.
The report shows that in 2017, out of 38,727 people in the custody of the penitentiary system, 91 deaths were recorded, by seven cases down than last year. Nine deaths occurred through suicide (eight by hanging and self-aggression), and 82 had medical causes (31 - cardiovascular disease, 22 - neoplastic disease, 9 - HIV / AIDS, 7 neurological diseases, 3 - other causes).
